On 4 March, Commissioner Valdis Dombrovskis hosted his first Youth Policy Dialogue. The event focused on the economic priorities for the new European Commission mandate, giving young people a chance to share their views on a range of important issues that impact Europe’s future. 17 young Europeans from different countries participated in this exciting dialogue. I’ve got some good news to share. At this morning’s meeting with EU Finance Ministers, we signed off on new measures to modernise the EU’s VAT system. What we call ‘ViDA’. This is a great step forward. These measures will make our VAT system more business-friendly, tougher on fraud, and better equipped to tackle challenges of the growing platform economy. #ViDA

A New Era for VAT: The VAT in the Digital Age (ViDA) Package is Adopted! Today, the Council has adopted the VAT in the Digital Age (#ViDA) package, a comprehensive set of measures aimed at simplifying and modernizing VAT rules for the digital age. The adoption today paves the way for a progressive rollout until January 2035. This package will bring significant changes to the way VAT is applied in the EU, including: Upon entry into force, Member States will be able to introduce mandatory e-invoicing under specific conditions, and improvements will be made to the Import One-Stop-Shop (IOSS) framework for improved controls. Effective 1 January 2027, minor legislative clarifications will impact users of the One-Stop Shop (OSS) and IOSS schemes. From July 1, 2028[MS1] , platforms in short-term accommodation rental and passenger transport must comply with new deemed supplier measures, while the Single VAT Registration reforms and mandatory reverse charge for non-identified suppliers will start. Digital Reporting Requirements will affect cross-border B2B transactions from 1 July 2030. By 1 January 2035, Member States with a domestic digital real-time transaction reporting obligation must align their systems with the EU standards, marking the final phase of this comprehensive ViDA package. These changes will not only simplify VAT compliance for businesses but also provide a more level playing field and reduce administrative burdens. The new data on Taxation Trends, launching today, offers an in-depth analysis of tax developments up to 2023 across all EU countries, as well as Iceland and Norway. 🔍 Key Findings: 📉 Tax revenues as a share of GDP down to its lowest level since 2011 📈 Labour taxes, including social contributions, gained weight in the tax mix at the expense of consumption taxes 💡 The share of capital taxes on total tax revenues remained unchanged 🌍 Country Highlights: ➡️ France, Denmark, and Austria recorded the highest tax burden. ➡️ Ireland, Romania, and Malta had the lowest tax burden. 13 Member States obtain >50% of tax revenues from labour taxes These findings will be crucial for the 2025 Annual Report on Taxation and the EU Semester cycle, offering valuable insights into taxation trends. 👉 Learn more here: https://europa.eu/!jr7vkd
