What I thinking is to use two tables separately.

          <-- Header  Table -->  <-- Static  Table -->
          +---+-----------+---+  +---+-----------+---+
          | 1 |    ...    | k |  | 1 |    ...    | 61|
          +---+-----------+---+  +---+-----------+---+
          ^                   |
          |                   V
   Insertion Point      Dropping Point

Each table has its own index. Prepare necessary operations and their
binary format.
