Neither are problems for me.  But taking them out would be a problem as
then I would suddenly have more h1 only behaviour.  Code above the
transport layer has already been dealt with the handle '*', so unless we
are changing the whole stack, changing this kind of semantics at the
transport layer is just a pain.

For a general policy for dropping things, I think that if it can't be
dropped from a h1 server today, then it can't be dropped from h2 without
causing more special cases and complexity.
