In order to reduce the number of places that depend on the Tcl
version, I have changed the INSTALLDIR directory of Tcl on the
Windows build to tcltk.
If you have a VC 7.1 build, please rename the tcl84 directory
to tcltk.

Unfortunately, I could not eliminate all version dependencies:
the library is still tcl84.lib.
