DEADLY EVE AS LIGHTS GO BACK ON

Three people were killed yesterday in separate tragedies just as power was coming back throughout the city.

Avin Ramgoolam, 22, was killed on a personal watercraft off Howard Beach, Queens near 165th Avenue and Cross Bay Boulevard around 4:15 p.m. after colliding with a boat, police said.

In the second incident, cops found the body of a woman in a basement at 168-43 89th Avenue in Jamaica, Queens around 4:20 p.m. after neighbors said they had heard a loud argument between the woman and a man.

The woman, whose name was not released, was stabbed in the upper torso, cops said.

In the third case, police said an 18-year-old Brooklyn man, whose name was not released, was hit by a city garbage truck at 8:23 p.m. as he rode his bike along Bayard Street in Greenpoint.
