Port Authority salaries are so out of hand that the average worker makes $100K

The average salary of the Port Authority’s workforce exceeded $100,000 last year, fueled by sky-high overtime run up by the bistate agency’s police officers, a report released Tuesday reveals.

One in 10 Port Authority cops — a total of 170 out of 1,649 — was paid more than $200,000, according to figures compiled by the Empire Center for Public Policy.

Of the 36 workers making more than $250,000, 25 were cops.

The OT champ at the agency was chief maintenance supervisor Stephen Olmo, who racked up $186,846 in extra pay to boost his total income to $325,880 — more than PA executive director Pat Foye’s $305,111.

The highest-paid PA worker was real estate and development chief Michael Francois, who made $366,698.

He was followed by police Lt. Joseph Macaluso ($348,095) and Sgt. Kevin Cottrell ($343,335).

The average PA salary increased from $97,673 in 2014 to $100,253 last year.

Average OT for the entire workforce was $14,924.

Average OT for police was $29,931.

A PA spokesman said in a statement: “In 2015, the Port Authority reduced its core overtime hours by 11 percent compared to 2014 levels through continued management to ensure efficient and effective use of staff hours, within the constraints of expired collective bargaining agreements that govern overtime for represented employees.

“Overtime represents approximately 17 percent of the Agency’s total labor expenses, before taking into account grants and other reimbursements, and take into account heightened security events, such as last September’s Papal visit and our security precautions following November’s Paris attacks, and numerous weather events early last year are factors that drive overtime for police and operations personnel.

“Moving forward, the agency is undertaking several additional initiatives including the hiring of 250 more police officers, assessing department workloads and existing staffing levels and looking at scheduling of existing staff, all with the focus on continuing to reduce overtime in the coming years.”
