At least 28 people died Wednesday when a tourist bus crashed on an island off the coast of Portugal, authorities said.

The white coach carrying 55 people careened down a steep hillside in Madeira at around 6:30 p.m. local time and landed over a house, local outlets reported.

“I have no words to describe what happened. I cannot face the suffering of these people,” local Mayor Filipe Sousa told broadcaster SIC TV.

Most of the dead are German tourists and include 17 women and 11 men, Sousa said. Another 22 people were injured and are being treated at Cruz de Carvalho hospital or on the scene.

Some pedestrians in the coastal town of Canica might have also been hit, Sousa said.

Local television stations showed bodies scattered over the hillside next to the Atlantic Ocean.

The driver lost control of the bus, according to local outlets. Authorities said they’re looking into what caused the crash.
