Currently, MediaWiki-extensions-CommunityConfiguration is only deployed to Wikipedias. This is because the only two community configuration providers (GrowthExperiments and AutoModerator) are only available for Wikipedias, meaning on all non-Wikipedias, the extension wouldn't provide any useful features.
Since we intend to enable Babel's CommunityConfiguration integration on all wikis in T374348, we need to release CommunityConfiguration on all wikis as well. This should be a quick config change, given the extension is already verified to work just fine.
