The OS and the GUI application are two completely different things. What you’re calling for is a rebuilt GUI, not a rebuilt OS.
To make the x86-based macOS touch-friendly, the Cocoa library would have to be updated to support the functionality of the Cocoa Touch library. To make the RISC-based iOS cursor-friendly, Cocoa Touch would have to be updated to match Cocoa. This would be far less complicated.
Or, if you want to fully "tabletise" macOS for a tablet with an ARM processor, you’d have to recompile everything to RISC and massively update Cocoa.

The problem was that Google Maps didn’t work on iOS, fully. Its functionality was majorly limited.
For perspective, Google’s Roboto, Roboto Condensed, and Roboto Slab comprise of 22 fonts.
If SF Rounded and SF Narrow follow the same scheme as SF and SF Compact, expect the grand total to be 96 fonts.
