--with-config-file-scan-dir

Description:

OS: CentOS 5u9 x86_64
PHP: php-5.5.4

I compile php with para
./configure --xxxxxx --with-config-file-scan-dir=/etc/php.d ...
configure/make/make install all successed.
but via phpinfo()'s output, 
"Scan this dir for additional .ini files" 's value is (none)

I've try php-5.5.3 and php-5.4.20, both works with 
--with-config-file-scan-dir.
the phpinfo's output is "Scan this dir for additional .ini files" :
/etc/php.d


Could u pls tell me is a bug or is a feature?
